Implemented in 2009 by the Uttar Pradesh state authorities, the UPBOCW has become a helping hand for all the citizens of Uttar Pradesh state who are construction workers. Objective

The main objective of launching the scheme is to uplift the social status and standard of living of all the citizens of Uttar Pradesh state who are construction workers. The Government of Uttar Pradesh state will provide financial assistance to the construction workers so that they can manage their expenses without worrying about financial troubles. The main purpose of launching the board is to provide various benefits to the construction workers including health, safety, and social security. Other schemes are available under the UPBOCW that help to provide free education to the children of construction workers and Maternity care to the wives of construction workers.

Eligibility Criteria

  • Age Requirement: All construction workers who are between the age group of 18 to 60 years are eligible to apply.
  • Nature of Work: The construction worker must be currently working or employed at any construction site. This includes workers involved in the construction, maintenance, repair, or demolition of buildings, roads, bridges, and other infrastructure projects.
  • Minimum Experience: The construction worker must have been involved in any construction work for a total of 90 days in the previous 12 months before applying.

Maternity and Girl Child Help Scheme

All the construction workers who are registered under the UPBOCW are eligible to avail the benefits of the Maternity and Girl Child Help Scheme. Under this scheme, the financial incentive will be given to all the pregnant female construction workers or the pregnant wives of the male construction workers. The financial help will be transferred directly to the selected construction worker’s bank account. The scheme is applicable for the first girl child, and for the second if also a girl.

Financial Benefits

  • Financial benefits for construction workers:
    • The male construction workers will receive financial assistance of INR 6000 in a lump sum.
    • The female construction workers will receive financial assistance equivalent to 3 months of minimum wages and a medical bonus of up to INR 1000.
  • Financial benefits for construction workers’ children:
    • The financial benefit of INR 20000 for the son and INR 25000 for the daughter will be given.
    • For the first or second-born girl child, INR 25000 worth of fixed deposit will be given.
    • If the daughter is born with a disability a fixed deposit of INR 50000 will be given that will meet your when she turns the age of 18.

Eligibility Criteria

  • The workers must have completed at least one year after the registration under UPBOCW.
  • Maternity and Child Scheme benefits are limited to the first two childbirths.
  • Maternity benefits for women are provided only for institutional deliveries.
  • Girl Child Assistance Scheme is applicable for the first girl child, and for the second if also a girl. Legally adopted daughters are eligible as well.

Sant Ravidas Shiksha Protsahan Yojana

All the construction workers who are registered under the UPBOCW are eligible to avail the benefits of the Sant Ravidas Shiksha Protsahan Yojana. Under this scheme the financial assistance will be given to the children of the construction workers who want to pursue higher education. All the children of the construction workers who are studying in classes first to postgraduate will receive financial assistance from the authorities. The students will also receive merit awards if they score well in their respective classes.

Financial Benefits

  • Financial assistance of INR 2,000 will be given to the students studying in classes 1 to 5,  INR 2,500 for students in classes 6-10, and INR 3000 to students in classes 11 to 12.
  • The students will also receive a cycle subsidy.
  • Higher Education:
    • Students who are pursuing graduation or any equivalent course will receive financial assistance of INR 12,000 in a lump sum.
    • All the students who are pursuing vocational or any professional courses will receive financial assistance of INR 60,000 or the actual fees of the course. (Whichever is less).
    • All the students who are pursuing a postgraduate degree will receive financial assistance of INR 24,000 in a lump sum.
  • All the students who are studying at IIM, IIT, NIT, or National Law University will receive full fee reimbursement.
  • Merit Rewards:
    • Class 10/12 with 70%: ₹5,000 (boys), ₹8,000 (girls).
    • Graduation/Post-graduation with 60%: ₹10,000 (boys), ₹12,000 (girls).

Eligibility Criteria

  • The workers must have completed at least one year after the registration under UPBOCW.
  • Age limits for students as of July 1st for various classes:
    • Class 1-2: 6–8 years.
    • Class 3-5: 8–11 years.
    • Class 6-8: 11–14 years.
    • Class 9-12: 14–18 years.
    • Undergraduate/Postgraduate: 18–25 years.
    • MBBS/Research/Professional Courses: up to 35 years.

Atal Awasiya Vidyalaya Yojana

All the construction workers who are registered under the UPBOCW are eligible to avail the benefits of the Atal Awasiya Vidyalaya Yojana. Under this scheme, the authority will provide residential services to all the orphan children of the construction workers in Uttar Pradesh state. The students will receive proper hostel facilities along with regular schooling so that they can also keep up with their education. The student has to go through annual exams to remain in the hostel and receive education.

Financial Benefits

  • The curriculum of the school will follow the CBSE board in English medium.
  • Each school can only admit a thousand students where 500 will be female and 500 will be male students.
  • An entrance exam will be conducted annually for children of construction workers and orphans, with admission based on merit.
  • The students will receive proper Hospital facilities including food sports medical care and other security features.
  • The authorities has set up a Management Committee as per the standards said by the Atal Residential School committee.

Eligibility Criteria

  • Only the orphan children of those registered construction workers who have worked for at least 5 years will receive the benefits.
  • A maximum of 2 children per registered worker are eligible under the scheme for school admission.

Skill Development Scheme

All the construction workers who are registered under the UPBOCW are eligible to avail the benefits of the Skill Development Scheme. Under this scheme, the Uttar Pradesh State government will provide skill development training to all construction workers or their children. With the help of this scheme, the construction workers can improve their skills significantly and can get a respectable job. After completing dear skill development training the trainee has to go through an exam to get their certificate.

Financial Benefits

  • The trainee will receive free training from the UP Skill Development Mission.
  • All the registered construction workers who will undergo the training will receive compensation equivalent to a minimum wage for unskilled workers.
  • After successful completion of their course, the candidate must pass the equivalent exam.

Eligibility Criteria

  • The person who is receiving the training, their spouse, or father must be a registered member of the UPBOCW.
  • Construction workers who are between the age group of 18 to 35 years are eligible to receive the training.
  • There is no age limit for the worker’s spouse or unmarried daughter. The maximum age for a dependent son is 21 years.

Kanya Vivah Yojana

All the construction workers who are registered under the UPBOCW are eligible to avail the benefits of the Kanya Vivah Yojana. Under this scheme, the Uttar Pradesh state authorities will provide financial assistance to the construction workers whose daughters are getting married. With the help of this scheme construction workers can help their daughters get married without worrying about financial problems. The eligible bride is able to receive the same benefits on the occasion of remarriage.

Financial Benefits

  • The financial assistance of INR 55000 will be given to the construction worker’s daughter for her marriage to the registered female construction worker on marriage.
  • The financial assistance of INR 61000 will be given to the candidates for having inter-caste marriage.
  • For mass marriages (minimum 11 couples) the financial assistance of INR 65,000 per daughter and INR 7,000 per couple for event expenses, along with INR 5,000 each for clothing.
  • In case of remarriage of a registered female worker (due to divorce or husband’s death), the same benefits apply, with the necessary legal documents.

Eligibility Criteria

  • The construction worker must have been registered under the UPBOCW for at least 365 days
  • The application for the benefits under the scheme must be submitted within 1 year of the marriage or 15 days before a mass marriage.
  • The bride and groom must have done their other authentication.
  • Only two children of the construction workers are eligible to receive the benefits.
  • As per the government regulation, the bride must be at least 18 years old and the groom must be 21 years old.

Sauchalay Sahayata Yojana

All the construction workers who are registered under the UPBOCW are eligible to avail the benefits of the Sauchalay Sahayata Yojana. Under this scheme, the Uttar Pradesh State government will provide financial assistance to the construction workers for building toilets in their houses. The financial assistance under this scheme will be given to the construction workers in two installments. The scheme is interconnected with the Swachh Bharat mission that was launched by the central government of India.

Financial Benefits

  • The total financial assistance of INR 12000 will be given to the selected construction workers in two installments.
  • The first installment will be given to the construction workers of INR 6000 as an advance so that they can start the work.
  • The remaining INR 6000 will be given to the workers after the toilet is completely built and in use.
  • The selection of the construction workers will be based on the baseline survey match with the registered workers.
  • Payment will be directly transferred to the beneficiary’s bank account by the District Panchayat Raj Officer.

Eligibility Criteria

  • The construction worker must be an up-to-date registered worker.
  • The worker must own a house without a toilet and must not have received similar benefits from any other government scheme.
  • The whole family of the construction worker will be considered as a single unit.
  • The construction worker must have an Aadhar Card that is linked to their bank account in a CBS branch of the nationalized Bank.

Apda Rahat Sahayata Yojana

All the construction workers who are registered under the UPBOCW are eligible to avail the benefits of the Apda Rahat Sahayata Yojana. Under this scheme, the Uttar Pradesh State government will provide financial assistance to the construction workers in case they suffer any kind of injury during their work. The construction workers are eligible to receive financial assistance annually, semi-annually, quarterly, or monthly. The amount will be transferred directly to the bank account of the concerned construction worker.

Financial Benefits

  • One-time financial assistance of INR 1000 will be provided to the registered workers which may be paid annually, semi-annually, quarterly, or monthly, as per the decision of the Central/State Government or the Board.

Mahatma Gandhi Pension Yojana

All the construction workers who are registered under the UPBOCW are eligible to avail the benefits of the Mahatma Gandhi Pension Yojana. Under the scheme the Uttar Pradesh State government with provide financial assistance to all the construction workers on a monthly basis. According to the rules and regulations, the pension amount will be increased by INR 50 every 2 years reaching the maximum amount of up to INR 1250. After the death of the construction worker, the pension amount will be given to the spouse.

  • The Eligible construction workers will receive a monthly pension of INR 1000.
  • After the death of the construction worker, the pension amount will be given to the spouse.
  • The pension amount will be increased by INR 50 every 2 years reaching the maximum amount of up to INR 1250
  • The board will bear the contribution for workers registered under the Pradhan Mantri Shram Yogi Maandhan Yojana.

Eligibility Criteria

  • The construction worker must be a permanent resident of Uttar Pradesh state and an updated registered worker under the UPBOCW.
  • The worker must have been registered for a minimum of 10 years and have achieved the age of 60 years.
  • The worker must not be receiving any kind of pension benefit under any government pension scheme.

Gambhir Bimari Sahayata Yojana

All the construction workers who are registered under the UPBOCW are eligible to avail the benefits of the Gambhir Bimari Sahayata Yojana. Under the scheme, the Uttar Pradesh state authorities will provide financial assistance to all construction workers if they are suffering from any illness. With the help of this scheme construction workers can get proper Health Care facilities for their illness without worrying about financial troubles. The authorities have set no maximum limit on the reimbursement amount.

Financial Benefits

  • The construction worker is entitled to receive full reimbursement equivalent to the benefits under the Ayushman Bharat scheme for treatment at government, autonomous hospitals, or impaneled hospitals.
  • The authorities will also provide advance payment to the hospitals based on the estimated cost of the treatment/surgery.
  • There is no maximum limit on the reimbursement amount.

Under this scheme, the Uttar Pradesh State government will raise awareness about the rights of the construction workers in the state. With the help of this scheme, the government will make sure that the construction workers will receive all the schemes that are introduced by the authorities for their Welfare.

  • Events must focus on construction workers with the full participation of the Labour Department.
  • 25% of expenses for awareness events can be advanced, and prior approval is needed for reimbursement.
